Writing Commissions?

My friend once told me that people do writing commissions? 

Can I have some advice on how those work for those who know about them? Maybe get some thoughts on how I should price them, word count and subject? 

Also, I was interested in offering my service to help people write for their comics or other mediums. Anyone know anything about that too? Thanks guys!
